The businessman accused of attempting to pay a R4 million bribe to a City official is now facing explosive claims that he is allegedly linked to the 28s prison gang and plotted to kidnap a witness.
Shaun Roos, 56, returned to the Cape Town Magistrate’s Court on Tuesday, facing a Schedule 5 charge of corruption after he allegedly attempted to bribe City Manager Lungelo Mbandazayo with R4 million to reinstate tenders for his road surfacing company, Triple C and Maintenance.
The accused was arrested on March 3 during an undercover operation carried out at Watercress Mall in Somerset West, with Mbandazayo acting as an agent.
Last week, the court was expected to hear judgment on his bail application, but the State pulled a “12th-hour stop,” saying they wanted to reopen their case to present new evidence.
The court heard an affidavit by an investigating officer, who said that information was brought to his attention by the witness.
Court documents read: “The witness reported that on Friday, March 27, 2026, she received telephonic information from an individual that the accused, Mr Shaun Roos, allegedly aligned himself with members of the 28 prison gang. According to the information received, the witness further alleged that the accused, Shaun Roos, as per the above-mentioned alignment, gave instructions to certain individuals to follow and kidnap the witness. The informant further warned the witness to remain vigilant and exercise caution. It was further alleged that the only reason the planned kidnapping did not proceed was due to the witness’s child being present in the vehicle at one occasion.”
Roos’s attorney, William Booth, told the court his client had not interfered with any State witnesses.
Booth further challenged the investigating officers, stating, “he lies on the say-so of the witness,” without any investigation into the truthfulness of what they said.
According to the accused, he has no affiliation with gangsters in or out of prison and the witness was blatantly lying.
The case was postponed to April 24.
