Dunoon serial puppy seller Ncubeko Hloni denied bail after police custody escape

Hloni’s bail denied as SPCA hails ruling that keeps alleged repeat animal-cruelty offender in custody until February.

Serial puppy seller, Ncubeko Hloni 's bail application was denied following his elaborate escape from police custody last week.

He is expected back in  court on February 17 2026 following an appearance this week at the Cape Town Magistrates' Court, a decision the Cape of Good Hope SPCA says reflects the seriousness of the charges and the risks of releasing him.

Hloni faces assault, theft, multiple counts of animal cruelty and an outstanding warrant of arrest dating back to last year including the escape from lawful custody.

Chief Inspector Jaco Pieterse of the Cape of Good Hope SPCA welcomed the ruling.

“We are relieved to see a repeat offender kept off the streets. The pattern of behaviour presented in this case demands firm intervention. This ruling gives the justice process the space it needs to move forward without further risk to animals or the public.”

Hloni was arrested on November 29, after members of the public spotted him on Main Road in Green Point carrying a lethargic, visibly unwell puppy. When he tried to flee, a bystander tackled him before Green Point CID officers intervened.

He escaped from SAPS Sea Point through an unsecured bathroom window.

The SPCA issued an urgent call for information and a R5 000 reward. Early the next morning, Dunoon residents recognised and safely contained him before alerting the SPCA.

Pieterse then mobilised City Law Enforcement and security partners, who helped secure Hloni until SAPS Table View took him back into custody.

His arrest also reignited progress on an outstanding case involving the alleged public abuse of a rabbit.

The SPCA thanked all involved.

“We extend our gratitude to the Dunoon community, SAPS, City Law Enforcement Animal Control Unit, and all security partners involved. Their swift action ensured this case could proceed to court - and that vulnerable animals remain protected.”
