Hawks investigate R550 million fraud by Kleuterzone Group affecting investors
Victims who have been defrauded are encouraged to come forward.

The public has been urged to assist the Directorate of Priority Crime Investigation (HAWKS) as more than a thousand victims report concerns over investments totalling approximately R550 million in over 120 Kleuterzone schools nationwide.
In a significant development for investors across South Africa, the Hawks has launched an extensive investigation into allegations of fraud related to the Kleuterzone Group of companies. The storm surrounding these allegations has put a spotlight on the children’s education sector and the potential vulnerability of investors in this sphere.
The inquiry began in June 2025 after the Serious Commercial Crime Investigation unit in the Western Cape found itself inundated with complaints from individuals claiming they were lured into investing by the group's founder and sole director, Anthonie Louw Bougas.
As additional cases surfaced from the Western Cape, KwaZulu-Natal, Free State, and Gauteng, 30 specific cases have already been opened, with potential for more as further reports alleviate doubt regarding the scope of this troubling situation.
Brigadier Mushavhaduvha Ramovha, the acting Provincial head for the Hawk, assures the public of the seriousness with which these cases will be treated, stating: “Centralisation of these cases will enhance and strengthen the cases going forward, but also preserving the chain of evidence.” This strategic move intends to bring clarity and effectiveness to the investigations, enabling investigators to form broader connections and ensure justice is served.
In a call to potential victims of this alleged scheme, the Hawks encourage all investors who entrusted their funds to Kleuterzone Group to come forward.
Those who have already reported the matter to the South African Police Service (SAPS) should provide their case numbers and the names of the stations where they lodged their complaints.
