Tshwane Mayor Dr Nasiphi Moya has appointed André Coetzee as Chief of Staff in her office, a role designed to advance the administration's governance agenda.

IOL reported that Moya announced her mayoral committee composed of 10 councillors from various political parties, including the African National Congress (ANC), EFF, GOOD party, and ActionSA.

"Coetzee’s academic background and extensive public sector experience make him exceptionally well-qualified for this position," said Moya.

"I look forward to working with Coetzee to ensure that we deliver on our commitments to the people of Tshwane, improving service delivery, enhancing infrastructure, and building a city that truly serves all residents."

According to Moya, Coetzee holds a Master of Public Policy with Distinction from the University of Oxford’s Blavatnik School of Government, alongside a Master of Arts in International Studies and a Bachelor of Arts in Political, Philosophical, and Economic Studies from Stellenbosch University.

His robust academic credentials are complemented by over 10 years of experience in politics and the public sector, focusing on legislative politics, policy development, urban governance, and strategic planning.

From 2016 to 2019, Coetzee served as the Director of Policy and Planning in the Private Office of the Executive Mayor of Johannesburg under Herman Mashaba.

In this capacity, he played a key role in shaping and executing the city’s strategic vision, representing the mayor in integrated planning processes.

His contributions were instrumental in developing Johannesburg’s annual Integrated Development Plan (IDP) and budgets, where he assisted in redirecting non-strategic expenditure toward front-line services and infrastructure development, said Moya.

Having worked with Coetzee for several years, Moya expressed confidence in his ability to navigate the complexities of city governance and the multiparty government in Tshwane.

"As we confront the significant challenges facing Tshwane, it is essential that we bring in fit-for-purpose, professional staff who are fully committed to our collective governance agenda," said Moya.

The appointment underscores the administration’s commitment to ensuring that it is supported by the expertise needed to drive meaningful change, said Moya.
